Is it because nm-applet uses rfkill's underlying mechanism ? rfkill
reports

with switch on :
0: dell-wifi: Wireless LAN
        Soft blocked: no
        Hard blocked: no
1: dell-bluetooth: Bluetooth
        Soft blocked: no
        Hard blocked: no
2: hci0: Bluetooth
        Soft blocked: no
        Hard blocked: no

with switch off:
0: dell-wifi: Wireless LAN
        Soft blocked: no
        Hard blocked: yes
1: dell-bluetooth: Bluetooth
        Soft blocked: no
        Hard blocked: no

So rfkill definitely can read the status bit...
