I did that with gconf keys to attempt to make my desktop more elegant. At this point, I use Xmonad, so I still have no window controls, but I get along with my keyboard. I don't know if I have window-picker-applet installed, but since it's not designed for my use cases, I don't think I'll put a lot of time into hunting its bugs.
