This happens if the target program in an interpreted language does not
actually exist any more. In particular, /usr/lib/hal/scripts/hal_lpadmin
is long obsolete. I wonder why it even exists on your system? Can you
please check if this file exists still? If so, please do

  dpkg -S /usr/lib/hal/scripts/hal_lpadmin

and copy&paste the output.

I'll fix the crash anyway, but this looks like a very odd situation.
