think about ligatures. i think your pdf contains them and okular doesn’t find the letters “f” and “i” in this order since there is in fact only the ligature glyph “fi”. i think should convert every search query to a regular expression searching either the ligature or the single letters: gadaffi → gada(ffi|ffi|ffi)
