C isn't my native language, so I haven't had much luck reading the source code for the answer. However, I suspect it's either hardcoded within tracker or derived from some other setting, then applied to processes it spawns to do particular functions (like pdftotext). Someone who is more familiar with tracker and how it interfaces with helper applications would be able to verify this, however.
