By looking at the gcolor2 source package, it seems that the po directory contains no translations. This stems from the fact that the upstream tarball at http://sourceforge.net/projects/gcolor2/files/gcolor2/0.4/gcolor2-0.4.tar.gz/download was shipped with no translations.
This is someting which cannot be solved by language packs, since gcolor2 is not in the 'main' repository and thus cannot be translated in Ubuntu. I would recommend you to file a bug at the upstream project so that they include the translations.
