I have this problem, feisty up to date (so g-p-m is 2.17.91-0ubuntu1) and I am experiencing this behavior for a while, when after the fresh install of feisty on 20th of january, everything works properly.
My behavior: after gnome starts, cpu are both at 2 Ghz. If I go to Control Center - Services the powernowd checkbox is checked. I uncheck, then recheck and powernowd starts and CPUs go down to 1Ghz, at least according to CPU Frequency Scaling monitor applet.
