It's doesn't looks like a bug. Probably a configuration issue.

You can have this behavior when your player (rythmbox) is using a
userspace sound server (like esd,  pulseaudio...) and the other app
(wine) is configured to play on a system sound server (alsa or oss).

You have many solutions :
- add a wrapper when using wine (with pulseaudio, I think it's padsp to emulate 
a oss system ; your wine command became padsp wine file.exe with wine 
configured to use OSS)
- configure wine to use a userspace sound server (easy with esd)

I doubt, try the 1st solution
