On my system, this is because I have a different partition for /usr.
This causes the following line in /boot/grub/grub.cfg, in the header section 
(line 22):

  set root=(volg1-usr)

(From /etc/grub.d/00_header, this is to be able to read the font file.)
This screws up the memtest entry which doesn't specify a root.

I'd actually propose to fix that in both locations: the memtest entry
should be robust enough to work even if the root changed. But the header
section shouldn't leave the /usr partition set as root as this leads to
such issues and also makes it harder/confusing for the user to work with
grub's command line.
