I had the "Error 15" message after upgrading to 9.10.

In my configuration, the boot dir has its own partition.
The grub config expect the kernel and the initramdisk to be loaded from 
/boot/vmlinuz-2.6.31-14-generic and /boot/initrd.img-2.6.31-14-generic.

However those files are located in the root of the boot-partition.

adding a link from . to boot in the root of the boot partition solved the 
problem as in:
$ ln -s . boot

this seems to be a standard configuration for grub, when  looking at other 
distros.
I am still using grub 1
