I have the same problem, but only with some applications (perhaps the pulseaudio - alsa bridge is the cause?). Concrete example:
- Installed Ubuntu 9.10 daily build from around two weeks ago - fully updated - soundcard: Dell Inspiron 9400 built-in When I set a volume lower than ~20%, all sounds from Firefox (like a youtube video playing) are muted (ie. it jumps from quite loud to none). I am able to control the volume in a more gradual way both from inside the browser (ie. what the flash player offers) and from the "Applications" pane in the "Sound preferences" dialog.
