I have the same problem, but only with some applications (perhaps the
pulseaudio - alsa bridge is the cause?). Concrete example:

- Installed Ubuntu 9.10 daily build from around two weeks ago
- fully updated
- soundcard: Dell Inspiron 9400 built-in

When I set a volume lower than ~20%, all sounds from Firefox (like a
youtube video playing) are muted (ie. it jumps from quite loud to none).

I am able to control the volume in a more gradual way both from inside
the browser (ie. what the flash player offers) and from the
"Applications" pane in the "Sound preferences" dialog. However the
multimedia shortcut keys are bound to the main volume control, which
makes this problem annoying.
