My rationale is that Ubuntu is going for a GNOME desktop and so all applications should look and behave similarly. Consistent icons can help users navigate the menu, especially in Firefox where there are more items.
I see your point about menu-to-menu consistency. In that case, the answer is probably to add icons to the other menus as well.
