Binary package hint: system-config-printer

I added a network printer sometime last week.  Performed an update on
Friday.  Today the printer is not listed as an option.  I ran another
system update, rebooted, and it is still missing.  Trying to add it
again but opening system-config-printer shows the "Add" button is grayed
out.  clicking on Help > Troubleshoot tells me that it thinks the CUPS
service is not running.  sudo rcconf tells me that it is.  I stop it,
start it, and have no change.
