Public bug reported:

I have a computer with 1 GB RAM, 200 GB hard drive and an ATI Radeon
9200 Pro video card.

Desktop effects worked on previous versions of Ubuntu and also on Mandriva 
Linux on this computer
when my video card is using the open source 'ati' driver.


I downloaded and burned the Ubuntu 9.10 RC desktop livecd ISO to a CD.

I booted my computer from the CD.

When it got to the desktop, the desktop background was black.

However, although the background was stayed black, the desktop effects were 
working (for eg, when I switched virtual desktops the
virtual desktop switching effect worked).

I changed the wallpaper but the background still remained black.

When I disabled desktop effects, the background became normal and showed
the proper background.


I went to System>Administration and clicked the Hardware Drivers tool.

The Hardware Drivers tool said that no proprietary drivers were being
used.


I installed Ubuntu 9.10 RC to my hard disk.

After installing it and rebooting from the hard disk, the problem was
still there.

I installed kubuntu-desktop, logged out of GNOME and logged into KDE.

When I logged into KDE KDE's desktop effects were not enabled.

I went to KDE's system settings tool and clicked display and clicked
enable desktop effects.

The background became black.

I disabled KDE's desktop effects and the background became normal.

I installed all the available updates for my system and rebooted, but
after rebooting the problem was still there on both GNOME and KDE.
