Tethered phones are seen as modems and nm ignores them as that functionality was dropped. Unfortunately, a lot of people still use tethered phones instead of usb dongles. So, this is a regression, and it's been present for 3 versions of Ubuntu so far. There is no reason people should have to use wvdial to connect a modern distribution to the internet.
