I'm converting this bug into a question because using ssh over the pptp connection has always worked fine for me. I suspect there is something specific about your environment that needs to deal with.
For hosts that you can't ssh to, what happens when you a simpler network connection, like pinging the host or using traceroute? Both of these are options with the graphical network tool built into Ubuntu.
