I'm having this problem to in 9.10. Thought that it was fixed already in
this release but apparently not.

You can install it through force-install it in a terminal with the
following command (after you tried to install splashy in synaptic):

sudo dpkg --force-overwrite --install
/var/cache/apt/archives/splashy_0.3.13-5ubuntu1_i386.deb

I'm not sure if this would affect the system in a later stadium when
trying to use another application which uses the lsb-base package.
