Public bug reported:

When editing my connection settings in System Settings and press Apply.
The "Reloading Connection Settings" dialog pops up *behind* the System
Settings window, so you cannot see it. This confuses the user.


Steps to reproduce:

1: Edit connection settings in:
    System Settings > 
    Network Settings > 
    Network Connections > 
    Administrator mode >
    eth1 (Wireless interface) > 
    Configure Interface >
    Edit something, press OK.

2: Press Apply in the Network Connections window.

3: Observe that the "Reloading connection settings" is placed *behind*
the active windows thus preventing the user in noticing it.
