I think that this is exactly contrary to the intent of the request - instead of attempting to pre-define a set of extensions, simply give me an "open as plain text" option in the right-click dropdown for a link. Basically, trust the user to know what is text, and allow them to view it as text with as little hassle as possible. If an unknown filetype is encountered, have "open as text" as another option in addition to opening with a third-party program or downloading the file.
