This issue *still* exists, on Kubuntu 9.10. For example, in KTorrent,
Help->KTorrent handbook results in KDE help centre opening with a modal
dialog box saying "The file or folder help:/ktorrent/index.html does not
exist.", and "There is no documentation available for
/ktorrent/index.html." in the main window.
1. KDE Help Centre should not open if there is no help to display.
2. There should always be help to display.
(This bug is about point 1, though)
