Folks, here is an update that I got from from the Bug that I also logged on their side:

CUPS 1.4 includes a new libusb-based USB backend (specifically requested by the Linux distros) that requires the distributions to update their USB configuration so that a) they don't have the kernel printer driver installed and b) the permissions on the USB bus files allows the "lp" user or "sys" group to read and write them.
