Public bug reported:

My keyboard is a "Logitech Internet Pro Keyboard" and it is PS2.

The problem is that to print an apostrophe I need to use
AltRight+(apostrophe key) and AltRight+Shift+(apostrophe key) for
printing double quotes. Without the AltRight I get only accent marks and
umlauts! My locale is set to "en_IN" and my keyboard is supported in
gnome-keyboard-properties as "Logitech Internet Keyboard". I found that
the AltRight key seems to help by reading the result of the dumpkeys
commmand. On interaction with a person in #ubuntu IRC chat, I was told
that a bug report could be done, since my keyboard probably has
something trivial to support.
