Hello, on more testing the operating system seems to remember its state,
by this I mean if your on battery and plug in the power it will `sleep`
so you log back in and off you go again, then when you unplug it won`t
`sleep`.

If it `sleeps` once on power in or out then it won`t `sleep` again. It
will remember this if you hibernate the laptop. 

Sorry I`ve only got a laptop so have`nt tried a desktop.

I reported this as a bug but was told by Canonical that it was`nt a bug!
But 8.04, 8.10 even the buggy (for me, intel graphics) 9.04 did`nt do
it.
