Binary package hint: software-center

In the old Ubuntu 9.04. I could use the add/remove programs and install
third party applications and plugins. This enabled me to listen to my
music that was encoded in the mp3 file format.

With Ubuntu 9.10 The software Centre
Selecting 'All Aplications'
Then searching for Gstreamer
It will not install

What is the point of an Apple Iphone App Store lookalike if none of the
software on it will actually run or install in Ubuntu 9.10
