Problem #2 : this is the way /  is mounted in rescue mode. root can't override 
a read-only fs. But he can :
# mount -o remount,rw /
and edit /etc/fstab

Problem #1 :
Please have a look in your dmesg just after having launch a "mount 
/localdisc01" command, and upload here the last lines.
Watch on the nfs server(s) the /var/log/messages file if nfsd logs some 
attempts to connect. If there are messages, please upload this stream:
grep nfsd /var/log/messages | tail

It could be a network/firewall/nfsd problem too.
