Binary package hint: fontconfig

I am using Ubuntu 9.10 Karmic, and i am curious about the action
difference between the language selector on the login screen and in the
Language Support settings.

When I choose Japanese in my login window, the font is horribly bad, but
when I choose it from the Language Support, it is a bit confusing:

[First]
For my Menus and windows, use : English
For Login Window, use : English

>> Works well with English (of course), but not with Japanese

[Second]
For my Menus and windows, use : Japanese
For Login Window, use : Japanese

>> Good for both English and Japanese

[Third]
For my Menus and windows, use : English
For Login Window, use : Japanese

>> The Japanese fonts are still displayed correctly.

[Fourth]
For my Menus and windows, use : Japanese
For Login Window, use : English

>> Here is the problem. When I use this setting, the Japanese fonts go
bad instantly in the GNOME desktop.

So, in conclusion, it seems that the GNOME desktop uses the font
environment from the "Login Window" setting but not from "Menus and
Windows" setting. It seems that "If I want to switch my language
properly, I have to set both languages the same". If not, the language
changes but the font rendering is not switched accordingly.

The point is, why should I change my Login window language to get the
most out of the font rendering in the GNOME desktop environment?

I have been using Ubuntu since Feisty, and this problem doesn't occur until 
Jaunty. If it is not clear enough, please ask me for further details.
