Public bug reported:

Some users have reported the UUID conversion happening multiple times.
It occurs to me that a useful defence against this, and something that
would be a sensible thing to do anyway, would be to skip the conversion
if /etc/fstab.pre-uuid already exists. After all, if that file already
exists then you definitely don't want to overwrite it with another
version.
