Could just edit them out? Further question is how to perform the same operation as "install-info --quiet --section Emacs Emacs \ /usr/share/info/${INFO_SUBDIR}/${file}.gz || true" ...but by using triggers. I'm guessing from a quick browse of the dpkg-triggers-how article below, that files like DEBIAN/triggers need adding into a package somewhere.
