Public bug reported: Upon enabling a setting of the keyboard such as caps lock and then unplugging the keyboard. When you plug in the same or a different keyboard the same setting caps lock will be enabled, though the keyboard does not know this. So the caps lock setting will be enabled even when the keyboard states it is disabled and when you enable the setting on the keyboard your system will turn caps off even though you intended it to be on. Right now I am typing with caps enabled on my keyboard, though my system believes it is off.
I am submitting this bug, but will attempt a fix.
