Public bug reported:

According to howto one should add cupsys user to the shadow group to
make cups web interface work.

But when cupsys is not in the group it should at least produce a
meaningful error message. That way one could search for the error on the
web or even guess what is wrong if the message were descriptive.

For me cups just asks for user/pass twice, shows a blank page, and does
not perform the action (I was trying to add a printer).
