I'm actually going to mark this an invalid because Debian/Ubuntu policy
now clearly states:

If it is very hard to adapt a program to make use of the EDITOR or PAGER
variables, that program may be configured to use /usr/bin/sensible-
editor.

Hence, this is not a bug, because subversion uses the EDITOR environment
variable. I still don't understand why select-editor doesn't actually
choose an editor in Ubuntu or Debian, but clearly someone thinks it
makes sense. And a subversion bug is not the place to discuss this.
