Public bug reported:

Binary package hint: kdebase-workspace-bin

Kubuntu 9.04
amd64

For reference, see this discussion at the KDE forum:
http://forum.kde.org/viewtopic.php?f=67&t=77633

There appears to be no way for users to change the default player
software used to handle optical disks. No application appears to be
available in System Settings that lets the user change the handlers for
devices. One can change the default player for media files using File
Associations, but there are no options for handling optical discs. In
File Associations, one can change the handler for x-content/video-dvd,
but it does not change the options that are presented to the user when a
DVD is inserted.

It's possible to change the handlers by altering the contents of the
files stored in /usr/share/kde4/apps/solid/actions, but these are
outside the control of ordinary users. I can perhaps understand the
logic that says users shouldn't be allowed to modify handlers for
devices as a security measure, but it's not obvious whether that's the
rationale in this case. It's also not clear from reading the discussion
in the thread cited above whether this is a specfic Kubuntu packaging
decision or a restriction imposed by the KDE developers themselves.

Not being able to change the default device handlers is very annoying
and could well frustrate many ordinary users who have a favorite player
like VLC or smplayer that they'd prefer to use in place of Dragon.
