I'm having the same problem. I had 9.04 installed. Everything worked fine. I wiped out 9.04 to have a clean install of 9.10 and when copying data back from the usb portable hard drive files will start at a good speed, and then when they are about 1/4 to 1/2 transferred, the transfer almost stops dead. After a few minutes of it being dead though, once tonight it did then pick back up to an acceptable speed. I've only seen that happen 1 time. I'm running the 32 bit version on an AMD 4800 dual core.
