Looks like my suspend is working again. It seems to have been caused by the fact that I had downgraded my xserver to an older version under Ubuntu 9.04 to work around the performance problems introduced for the Intel graphics in that release.
I now installed xserver-xorg-video-intel 2:2.9.0-1ubuntu2, and after this, suspend seems to work like it did under 9.04.
