Public bug reported:

on KArmic 9.10 I need C, POSIX, fr_FR and en_FR with utf8 and
ISO-8859-15

dpkg-reconfigure locales  does nothing
dpkg-reconfigure localepurge  does weird things, but let en_ZW.utf8

man pages are useless or outdated, probably due to undocumented ubuntu
changes

Nothing in release notes, ubuntu search just googles and report obsolete
stuff

Please, either document in manpages or anywhere *inside* packages, howto
do this, or fix the packages to behave as documented in the man.
