I _was_ having the same sort of problem, i.e. unable to install Ubuntu 9.10 with flashing text during boot-up and no keyboard response when trying either the Live CD or the install. I'm using an Nvidia 6600 and a Gigabyte KT400 with VIA VT8235. I changed the BIOS AGP slot settings from Auto to 8X and this has allowed me to install. N.B. I may have inadvertently reset the BIOS to fail-safe defaults before this but I don't think that was the problem.
