Problem here too, 9.10 on an MSI Wind using wubi. I installed a bunch of
recommended updates on Sunday, and next tried to use laptop this
morning, only to have the "kernel panic" message (plus two LEDs
flashing) and no way of doing anything other than power off. I got to my
data by mounting from a VirtualBox install of Ubuntu (thanks for that
suggestion), but Sriram's fix at #68 (replacing the initrd.img with one
from the VirtualBox Ubuntu) does not fix the issue here.

I don't really follow (therefore am too nervous) to run Mark Abene's
instructions; I guess I'll next try the mkinitramfs command as described
at http://ubuntu-
virginia.ubuntuforums.org/showthread.php?t=1317397&page=4 and see if
that works.
