About dependencies: There are a lot of explicit dependencies for essential packages, why is depending on login an exception? Actually almost all dependencies on essential packages are listed, as login was the only one I had to figure out the hard way made a bit harder by the unclear error message. Alternatively, are those other dependencies something that should be removed to keep things consistent? About "the other issue", removing files provided by login package from /etc and then doing 'shadowconfig on' should repeat the unhelpful error message, and running just grpck should give no output and presumably non-zero exit code. Wild guess: grpck exits with no output if the file is missing, which should never happen if login package is already installed.
