Ah, I was confused by your references to the ncurses interface. You were talking about tiles mode, not x11 mode - sorry for the confusion. According to http://packages.debian.org/squeeze/i386/angband/filelist, the graphics tiles are included in the package:
/var/games/angband/xtra/graf/16x16.bmp /var/games/angband/xtra/graf/16x16.png /var/games/angband/xtra/graf/32x32.png /var/games/angband/xtra/graf/8x13.bmp /var/games/angband/xtra/graf/8x8.bmp /var/games/angband/xtra/graf/8x8.png /var/games/angband/xtra/graf/backgrnd.bmp /var/games/angband/xtra/graf/mask.bmp I don't know if this has been changed for Ubuntu. If they are not included then obviously putting them in that dir should solve the problem.
