Public bug reported:

Since updating to version 9.10, whenever I plug in a USB stick or HDD I
am unable to mount it. My USB stick lights up for a half a second or so
but then has no power. I am using a MSI wind netbook with a 250Gb HDD
and am still running Windows XP on a separate partition.
