Could you check what is the content of the file /sys/devices/pci0000:00/0000:00:1c.1/0000:0b:00.0/ieee80211/phy0/rfkill0/state when you reboot, when it works and when it doesn't?
Also, have you tried to just restart network-manager when you see that you can't enable wireless?
