I applied the two lines patch mentioned in comment 77. it apparently solved the problem and didn't cause any new one. I have written some instructions on how to build your own package using the gnome-panel_2.28.0-0ubuntu7.diff.gz that I prepared: http://jalvesaq.googlepages.com/gnome-panel.html
