Press
<menuchoice><guimenuitem>File</guimenuitem><guimenuitem>Import...</guimenuitem></menuchoice>
and choose the <guilabel>From File</guilabel> option, then press
<guibutton>Next</guibutton>.
There is no file menu in that window. As fare as i can tell (i'm on a
danish computer), the menu is called "Import and Backup" and then
"Import HTML...", the only option was "from a HTML file", so there
wasn't much to pick, just press next.
