Additionally it will only send the image if I send it an an attachment.
Sending it inline does not work.  Recipient only receives an image
holder.  I sent an image inline to myself.

Sending inline used to work.  I have emails in my Sent folder which were
composed inline.

I beg to disagree with these.  Composer preferences referred to here
isn't connected with sending images inline.  They refer to reply format.
