Hmmm, in fact I see that the various "failsafe*" files are part of the "x11-common" package, not of gdm. The simple fact that "x11-common" is laying files down in directory "/etc/gdm" is a warning flag (I'm mildly surprised that `lintian` doesn't complain about it).
