This file is probably empty (0 bytes) . You can get rid of this package
by removing both prerm and postrm

$ sudo rm /var/lib/dpkg/info/arpalert.*rm
$ sudo apt-get remove --purge arpalert

Regarding arpwatch the message is different but it's also due to a corrupted 
file:
dpkg: varning: fillistfilen för paketet "arpwatch" saknas, antar att paketet 
inte har några filer installerade.

You can refer to bug 108189 which describes this issue and propose a
workaround.

Finally, the freeze is something different. Your system seems to freeze as soon 
as you access your network device under certain conditions (wireshark, 
arpalert, ...) 
If you find a way to reproduce this failure please report it by running the 
following command which will attach necessary information:

$ ubuntu-bug linux
