Humanity has been released as two themes Humanity and Humanity-Dark.
 * Humanity with sufficient contrast for the light panels
 * Humanity-Dark with sufficient contrast for dark panels

Since ,the color of the panel nearly matches the icon color they are bound to 
have less contrast. 
Until this is implemented > http://www.freedesktop.org/wiki/SymbolicIcons , 
There is nothing much we can do in the icon theme. 

If neither Humanity nor Humanity-Dark dont provide sufficient contrast
, I'd suggest you use a semi-transparent panel.[right-click on the panel
> Select "Properties"  , in the background tab , set the panel as semi
tranparent ]
