Thanks for your bugreport.
If synaptic is run via gksu (the default in ubuntu) then the proxy
settings from gnome are honored since IIRC edgy. Sometimes the reports
are not updated in a case like this, but I can assure you that we do not
forget the issues :)
Please let me know if that answer your request, if not, please add more
information how exactly the system should work.
