Okay, i managed to pin down the culprit.
It's gnome-screensaver in combination with virt-manager.

Having the mouse cursor grabbed by virt-manager displaying a kvm session blocks 
gnome-screensaver activation.
Powermanagement blank screen still works.
After leaving the kvm window, gnome-screensaver will activate.

Steps to reproduce:
 * Fire up a kvm vm using virt-manager.
 * Move the mouse into the kvm window
 * Wait until the screen saver should activate -> screensaver does not activate
 * Leave the window -> screensaver activates
 * Move the mouse again -> screensaver deactivates
