Same in 9.10. From looking at the package it appears to be completely broken. It does not actually contain the plugin, it contains the _source_ for the plugin. Trac plugins are .egg files and must be built with easy_install from python-setuptools. However, the trac- accountmanager package does not contain the setup.py script that easy_install requires to build it. So the package is essentially useless.
